New Subject Coding for desLibris MARC

            Background

All desLibris content is processed by the Bibblio Recommendation Engine which performs Related Content indexing using a controlled vocabulary from International Press Telecommunications Council (ITPC) (more info here.)

Seeking an alternative to LCSH, we asked Cynthia Whitacre, Manager of Metadata Policy at OCLC, for her approval to use this vocabulary. In brief, her reply was:

“Using Second indicator “7” with a corresponding subfield 2 to indicate, via an authorized code from the MARC code list, the source of the term would be great.  Many libraries and institutions that contribute to WorldCat provide such subject data, and we would be glad to have it included in your records…[When the code is approved,] OCLC will need to add it to our validation tables, since we only allow authorized codes into WorldCat.  We install lists of new codes in our validation tables about once a quarter…For other examples of 650 fields that use second indicator 7, I would direct you to OCLC’s own Bibliographic Formats and Standards: https://www.oclc.org/bibformats/en/6xx/650.html

In June we asked the Network Development and MARC Standards Office to approve the ITPC vocabulary as a valid Subject heading and Term Source Code source; in late July this approval was granted, and the terms were given the MARC code iptcnc. http://www.loc.gov/marc/relators/tn180727src.html

            Proposed Approach

We are now looking for guidance on how to incorporate this information in our MARC records. We harvest, curate and aggregate about 10,000 public Documents per year, and our focus is on enhancing these records. Every document processed is submitted to Bibblio for assignment of subject terms to identify similar titles and produce “Recommendations.”

For each document Bibblio provides “Concepts,” “Keywords” and “Entities.” We propose to only use Concepts and Keywords at this point.

Here is a sample record for Canada’s Progressive Trade Agenda : NAFTA and Beyond created with this new authority.

The following Bibblio elements we propose to integrate into our MARC records.

            Proposed MARC

We propose to add Keyword elements in the 650 tag, but we need guidance on structure and number of terms to be included. Should we limit to only those with a “1” value or fewer?

This is an example of the record if only 6 terms were included:

            =650 17$aTrans-Pacific Partnership.$2iptcnc

            =650 17$aInvestor-state dispute settlement.$2iptcnc

            =650 17$aNorth American Free Trade Agreement.$2iptcnc

            =650 17$aEmployment.$2iptcnc

            =650 17$aComprehensive Economic and Trade Agreement.$2iptcnc

            =650 17$aInternational Labour Organization.$2iptcnc

Then the 653 field would include Concepts and Keyword terms not in 650: http://www.loc.gov/marc/bibliographic/bd653.html

Again: should a limit be placed on the number used?

We will deliver only records containing both OCLC number and the ITPC concepts and keywords in 650 and 653.

When the plan has been approved, we will apply ITPC codes retroactively to all of our document records (currently about 56,000 titles.)

We could also optionally enhance our Books records with the ITPC codes to augment the existing 650 information if that would be of value.
